All Hazards Disaster Response (AHDR) Course Introduction

Objectives

The All Hazards Disaster Response (AHDR) Course, developed by the National Association of Emergency Medical Technicians (NAEMT), aims to equip participants with the knowledge and skills required to respond effectively to various disasters and major incidents. The course enhances competencies in scene safety management, risk assessment, communication and coordination, and multi agency collaboration. Topics include natural disasters, infectious diseases, biological incidents, chemical and radiological/nuclear emergencies, blast injuries, and practical response strategies in mass casualty situations.

Upon completion, participants will be able to:

  1. Understand the Incident Command System (ICS) and disaster scene operations
  2. Recognize the roles and responsibilities of ambulance personnel in disaster response
  3. Manage triage, communication, and resource coordination during mass casualty incidents
  4. Identify risks and appropriate responses for different types of disasters (natural, chemical, radiological, biological)
  5. Understand key safety considerations and operational steps for blast incidents and blast related injuries

Admission Requirements

  1. Holder of a valid Adult First Aid Certificate recognized by the Government of the HKSAR; or
  2. Practicing medical or nursing personnel

Course Content

Course Content (Latest 2nd Edition)

This 8 hour course is delivered through lectures, group discussion, and scenario based exercises. Topics include:

  1. Course Introduction
  2. Incident Command System (ICS)
  3. The Role of EMS in Disaster Response
  4. Mass Casualty Incidents (MCI)
  5. Natural Disasters
  6. Infectious Diseases and Biological Disasters
  7. Chemical and Radiologic / Nuclear Disasters
  8. Explosions and Blast Injuries


Course Materials

  1. Official NAEMT AHDR textbook (provided on the training day)
  2. Supplemental notes by Hong Kong St. John Ambulance (if applicable)

* Participants applying by mail must collect their course materials in person with a receipt. Postal delivery is not available.

Course Duration

1 day, total of 8 hours
Delivered according to NAEMT standards.

Medium of Instruction

Cantonese (primary), supplemented with English medical terminology. Course materials are primarily in English

Examination

  1. Students must achieve 100% attendance throughout the course to be eligible for examinations.
  2. Written Examination: Minimum passing score of 76% required.
  3. Certificates will only be awarded upon passing written assessments. Participants who fail the examinations will receive an Attendance Certificate from St. John Ambulance Hong Kong.
  4. One retake opportunity is permitted for the written examination. Retake requests must be submitted to St. John Ambulance Hong Kong within 30 days of initial exam results.

Certificate

Participants who successfully complete the course will receive:
- NAEMT AHDR Provider Certificate (valid for 4 years)
- Certificate of attendance issued by Hong Kong St. John Ambulance

Continuing Nursing Education (CNE) Course

  1. Medical staff who participated AHDR Course can be awarded with CME points
  2. Nursing and healthcare related staff who completed AHDR Course can be awarded with CNE points
*Remarks:

No class will be held upon black of rainstorm, typhoon signal No. 8 or above. If the Signal is lowered (before 7a.m.), classes will meet as usual.
